Box W <br />Palisade, Colorado 81526 <br />Dear Dennis, <br />w rteecr rseeen i+o: <br />3530 <br />7-130 <br />The attached proposal represents my initial response for establishing a <br />research project at the Roadside mine for evaluating coal refuse reclama- <br />tion in our semi-arid Grand Valley. The meetings, site visits and litera- <br />ture exchanges have been very helpful for determining mutual objectives and <br />site determinents for the GEX reclamation responsibilities and our research <br />needs. I will hope that our proposal can compliment your reclamation plan, <br />and that GEX obtains the necessary permits for reclamation implementation. <br />At this time, it is suggested that a variance for an "Experimental Prac- <br />tices" permit (Section 2.Ob.2 Colorado Mined Land Reclamation Board <br />Regulations) be requested for the site in question. Even though we are not <br />recommending any innovative reclamation solutions, we are trying to eval- <br />• uate previous solutions (seed, mulch and applications) to select the most <br />effective for our unique climate and soil limitations. Under these condi- <br />tions, I recommend that you emphasize the research aspect of Section <br />2.06.2, Paragraph 5(e)(i) and a substantial data collection process for 1) <br />statistical analysis, 2) water monitoring, 3j performance, 4) soil stabil- <br />ity, and 5) precipitation rates. <br />The rate of cover establishment would be monitored by quadrat transects anc <br />clipped plots within the three replications of each treatment. Climate and <br />water monitoring would support the research application and the validity of <br />the experiments; even though the BLM could advise regarding these facili- <br />ties, their installation and utilization would remain a GEX responsibility. <br />It is expected that traditional analysis procedures would be applied to <br />monitoring the revegetation process. <br />Incremental documentation procedures for the research plats and monitoring <br />stations would be established as a cooperative effort between the BLM, GEX <br />and any designated consultants. Report documentation would also be a key <br />factor in BLM participation so that a summary analysis could be made <br />available to interested parties. This final assessment would represent the <br />termination of the BLM-GEX co-operative association;~future funding would <br />dictate the date of this termination but five years is considered minimum <br />f_or obtaining valid results, .and I would hope for at least five years <br />involvemeht with the research pldt. <br />
