authorized then the heavy truck traffic on the Minnesota Creek (FR 711) road is virtually <br />eliminated. <br />This Project proposes the temporary re-opening of other ATV trails and existing roads for <br />a period of time to complete drilling, monitoring, and reclaiming the project. MCC will <br />identify any roads desired or required for retention by the USFS on the Post-Mining Land <br />Use Map and will support the request with an appropriate revision to the Division. <br />Refer to the attached Methane Drainage Well Project Surface Map for depiction of the <br />proposed access routes. Special Use and Road Use permits will be modified if requested <br />by the U.S. Forest Service. <br />PRE-DRILLING ACTNITIES <br />Prior to any construction or drilling activities, an on-site inspection of proposed MDW <br />sites and access routes will be conducted with representatives from MCC and USFS to <br />discuss site-specific concerns. Applicable Road Use and Special Use permits will be <br />modified if required by the U.S. Forest Service for use of the roads. CDMG, USFS, and <br />BLM regulatory personnel will be notified at least 48 hours before any construction or <br />drilling equipment is mobilized into the project azeas. Construction and drilling activities <br />will be supervised by a project representative of Mountain Coal Company L.L.C. A copy <br />of the approved permit documents will be available from the company project <br />representative for inspection, Any proposed changes in the Project after permit approval <br />would be reviewed with the appropriate regulatory agencies before changes take effect. <br />Staging azeas to be used by the drilling contractor will be reviewed with and approved by <br />the USFS District Ranger or his representative prior to use. These sites will be used in a <br />manner to minimize damage to the vegetation. Any surface disturbance to these sites will <br />be re-graded and seeded to promote rehabilitation. <br />Access to drill sites will utilize existing roads and trails to the extent possible. Some short <br />segments of new roads (spurs) maybe constructed. All access routes will be maintained <br />to accommodate full sized 4X4 pickup trucks, ATVs, and required drilling equipment, <br />including but not limited to the following: truck mounted or skid mounted drill rig, air <br />compressors and\or booster, rig-up truck, portable water tanks, boom truck, utility trailer, <br />drill pipe lay-down rack, crew trucks, geophysical logging truck and mobile water <br />carriers. <br />Roads utilized in the project will be maintained with water bars and appropriate <br />sedimentation controls as required during the drilling phase and maintenance will be <br />performed for the life of the road (until reclamation) as per Rule 4.04.3(6)(a). A D9 <br />bulldozer or its equivalent will be used to prepaze the road for travel and assist in <br />mobilizing the drill equipment to the drill sites. Additional equipment expected to be used <br />in opening, maintaining, and reclamation may include arubber-tired backhoe, rubber tired <br />grader, roller compactor and atrack-mounted excavator. <br />
