Dear Mr. Dille:
Walsh Enviromnental Scientists and Engineers, LLC (WALSH) is under contract with Rio Tinto
Energy America to prepare permit documents for the expansion of the existing operations at the
Colowyo Coal Mine located along Highway 13 between Meeker and Craig, Colorado. In
accordance with Section 4.08.2 of the Regulations of the Colorado Mined Land Reclamation
Board for Coal Mining, Colowyo contracted Allied Independent Consultants, Inc. of Grand
Junction, Colorado to conduct pre-blast surveys of eleven power-pole foundations located
adjacent to the future mining azeas. The locations of the foundations previously surveyed are
• shown on the attached Figure. The survey was limited to structures that aze located within one-
half mile of the planned South Taylor mining area. Results of the survey were presented in a
report entitled HWM-1 &HWM-2 in Lower Wilson Mining Area dated September 16, 2005. A
copy of the report was forwazded to you in November 2005.
In accordance with the regulations, you have the opportunity to request pre-blast surveys of all
facilities owned and operated by Tri-State Generation and Transmission Association, Inc. that
aze located within one-half mile of the permit area. A description of the permit area is attached
to this letter. In order to request apre-blast survey of additional structures located within one-
halfmile of the permit boundary please contact Mr. James Stark, Colorado Division of
