(Emphasis added.) <br />In addition to twenty-two specific items required in <br />Rule 2 of the MLRD, an applicant must provide information in the <br />form of maps and exhibits. Rule 2.1.2, 2 C.C.R. 407-1, entitled <br />"Maps and Exhibits," says "all information required in this <br />section shall be submitted with each of the ap lication forms." <br />(Emphasis added.) Battle Mountain's most significant r>mission is <br />water information. <br />"Exhibit G - Water Information" - requires an operator <br />to state whether his operation is expected to directly affect <br />surface or ground water systems, and if so, to provide specific <br />information, including, among other things, "an estimate of <br />project water requirements including flow rates and annual <br />volumes for the development, mining and reclamation phases of the <br />Project." Rules 2.1.2(B)(c). In addition, <br />[t]he operator shall indicate the water <br />rights and sources of water to supply project <br />water requirements. The sources and the <br />rights shall be investigated by the Hoard, <br />utilizing available sources to obtain the <br />necessary information in the timely manner <br />prior to the Hoard's consideration of the <br />Rule 2.1.2(8)(d).
