Please see additional notes on <br />Exhibit C-1 regarding these issues. <br />3. There is reference to three wetland areas (A, 8, and C) in the application. Please <br />locate these areas on the Pre-Mining Plan Maps. <br />Wetland areas A, B, and C were determined to be non-jurisdictional, and were <br />eliminated prior to submittal of this application. In 2004, Asphalt Paving Company <br />commissioned ecologist Chris Reichard of Coler & Colantonio, Inc. to pertorm a <br />wetland delineation of the site. Mr. Reichard indicated four areas of potential <br />wetlands: the Brighton Ditch, plus areas A, B, and C that were located in the east- <br />central portion of the southern '/z of the site. In a letter from the Army Gorps of <br />Engineers, dated July 2, 2006 (and located in Attachment C to the original <br />application), the Corps concurred with Mr. Reichard's assessment of areas A, B, and <br />C as non-jurisdictional. Since the wetland delineation study, Corps concurrence and <br />elimination of the wetlands occurred prior to submittal of this application, the prior <br />locations are not shown on Exhibit C-2. <br />Rule 6.4.4 Exhibit D-Mining Plan <br />4. Please state the overall depth of the pits and indicate on the exhibit(s) the direction of <br />mining. <br />The reserve is deepest, at about 40 feet, on the east side of the site, and thins to the <br />west. Phase 1 is expected to have a maximum depth of about 18 feet. Mining will <br />proceed from south to north in Phase 1, from southeast to northwest in Phase 2 and <br />from south to north in Phase 3, as shown on the revised Exhibit C-3. <br />5. Please list and locate on the applicable exhibit all structures that will be constructed <br />on site (i. e. plants, offices, trailers, tanks, conveyors, etc...) and provide their <br />associated dimensions and composition in order to accurately estimate a cost for <br />removal in the reclamation bond estimate. <br />The only potential "permanent" structures (those on concrete foundations) will be the <br />scale and scale house/office. The scale house will be apre-manufactured trailer <br />approximately 12 feet x 40 feet. The scale dimensions are approximately 12 feet x <br />60 feet. Other portable structures that may be located on site include a portable <br />aggregate processing plant (screens and wash plant, possibly a portable crusher), <br />and portable field conveyors. These structures will be located in the plant and <br />processing area approximately as depicted on Exhibit C-3. Portable asphalt and/or <br />concrete batch plants may be located temporarily as shown on Exhibit C-3. <br />6. The applicant states that an asphalt plant and concrete batch plant will be erected <br />onsite. Please describe how the facilities will be managed to ensure groundwater <br />and surface water will not be impacted. P/ease describe the nature and storage <br />location for a!I hazardous waste that will be used on site. <br />
