Wattenberg West Sand and Gravel Mine; Adequacy Review
Dear Mr. Kesler,
Listed below are adequacy review comments on the Wattenberg West Sand and Gravel Mine New 112
Application, Permit Number M-2005-066. The Division of Minerals and Geology (Division) is required
to make an approval or denial decision no later than February 1, 2006, therefore, your response to the
following adequacy review concerns should be submitted to the Division as soon as possible.
1. As required by Rule 1.6.2 (1)(g), please submit the proof ofpublication of the public notice circulated
in the local newspaper, all owners of record of surface lands, easement holders, and owners of record
of surface lands that are within 200 feet of the boundary of the affected land. Proof of notice may be
return receipts of a Certified Mailing or by proof of persona] service.
Rule 6.4.3 Exhibit C- Pre-Minin¢ and Mining_Plan Maps
2. Exhibit C-1 depicts a number of ditches and roads on the property that will be mined through. Please
state the ownecs/easement holders of the structures, and provide notarized consent agreements to
mine through the structures. As an alternative, the applicant can commit to maintaining a 200-foot
mining off set distance, or provide an engineering evaluation to mine closer than 200 feet.
3. There is reference to three wetland areas (A, B, and C) in the application, Please locate these areas on
the Pre-Mining Plan Maps.
Rule 6.4.4 Exhibit D-Min' a Plan
4. Please state the overall depth of the pits and indicate on the exhibit(s) the direction of mining.
5. Please list and locate on the applicable exhibit all structures that will be constructed on site (i.e.
plants, offices, trailers, tanks, conveyors, etc...) and provide their associated dimensions and
composition in order to accurately estimate a cost for removal in the reclamation bond estimate.
6. The applicant states that an asphalt plant and concrete batch plant will be erected on site. Please
describe how the facilities will be managed to ensure groundwater and surface water will not be
impacted. Please describe the nature and storage location for all hazardous waste that will be used on
site.
7. Please describe all haul roads that will be utilized for the mining operation. Rule 6.3.3(8) requires the
applicant to specify the dimensions of any existing or proposed roads that will be used for the mining
operation. Any improvements necessary on existing roads and the specifications to be used in the
