Simpson, P.E. <br />Stale Engineer <br />This letter is in response to your application for a substitute water supply plan for the 25th <br />Avenue Pit in accordance with Section §37-80-120, C.R.S. The required fee of $1,343 for the <br />substitute water supply plan has been submitted. <br />The 25th Avenue Pit was previously a part of the Greeley West Pit (M-77-081). The City of <br />Greeley has purchased the two groundwater ponds on this site and plans to line the ponds with a <br />slurry wall and use the ponds for storage. The two ponds included in this new plan will be operated <br />under a new DMG number (M-02-020). <br />The anticipated net depletion for this plan is 32.0 acre-feet per year from construction water <br />losses associated with construction of the slurry wall. The water surface exposed during mining will <br />have an evaporative replacement requirement of 173.8 acre-feet based on an exposed water <br />surface of 59.5 acres. You have provided a monthly breakdown of the annual depletions totaling <br />205.8 acre-feet. <br />Replacementwaterwill be provided by the City of Greeley using wholly consumable effluent <br />from the City's wastewater treatment plant resulting from use of the City's Windy Gap Shares. A <br />copy of the letter of-commitment for 205.8 acre-feet #om the-city ef~ireeley dated-May 15; 2-002 <br />has been received. According to the information submitted, no water surface acreage was exposed <br />within mining boundary prior to January 1, 1981. No phreatophyte credit has been applied to this <br />plan. <br />As required by Senate Bill 89-120 in Section 8, this substitute water supply plan has been <br />provided to an outside consultant for review. The consultant has recommended approval of the plan <br />by way of this letter. Based upon statutory requirements and the recommendations of the <br />consultant, I hereby approve the proposed substitute water supply plan in accordance with §37-80- <br />120, C.R.S., subject to the following conditions: <br />t.
