Heath P.E. of Industrial Compliance Incorporated, has ' <br />reviewed the enclosed report, the mining permit and Sun Coal Company's <br />bond release application. Based on this review he concludes that the <br />engineering portions of the the reviewed doaanents have been prepared in <br />accordance with standard engineering practices.
