Sun Coal Company, for at least five years following haul road decommission- <br />. ing, will maintain a monitoring program (Section 2.05.6) to ensure the existing <br />road complies with applicable permit stipulations. Sun Coal has made the com- <br />mitment (August 24, 1984) that states, "If any component fails during the obser- <br />vation period to function to its design standards as approved in the permit, and <br />such failure is due solely to approved design factors, the observation period <br />may be extended an additional one year from the date of such failure or any <br />alteration or mitigation resulting from such failure, whichever is later." <br />Sun Coal Company's maintenance will include, as necessary, repairing rill <br />and gullies deemed to be affected by the road and associated structures that are <br />not in conformance with specified design or performance standards. If riprap is <br />required to stabilize channels, ditches, traps, or slopes associated with the <br />road, material will be obtained from a borrow area located adjacent to an oil <br />• well located adjacent to the backfilled reclaimed area. Maintenance and recla- <br />mation activities, as approved by Technical Revision 06 (Riprap Borrow Areas), <br />are presented in Section 2.05.6. <br />Backfilled Area. Erosion and sedimentation control practices have been <br />adopted in accordance with applicable federal and state regulations. Ditches, <br />culverts, and impoundments have been designed utilizing standard engineering <br />design criteria recommended by the Soil Conservation Service, Bureau of <br />Reclamation, and the State of Colorado - CMLRB Regulations. The sediment ponds <br />(Map 9) are designed to control surface water runoff from the post-mine <br />topographic surface to ensure minimal disturbance to the existing hydrologic <br />balance.
