also improve livestock and wildlife forage resources; aid in mitigating impacts to wildlife; <br />ensure the establishment of vegetation that is diverse and self-sustaining; and will provide the <br />components to reestablish the native plant communities over time through processes of natural <br />succession. <br />Postmininp Land Use Management Management of reclaimed lands will be similar to the <br />management of the area prior to mining. Proper management of reclaimed lands will be <br />stressed during the liability period. Livestock grazing will begin in late May or early June with <br />areas being grazed into late September or early October. Where grazing occurs on reclaimed <br />and adjacent lands under Peabody's control during the liability period, area to be grazed, proper <br />stocking rates, and grazing periods will be specified to the grazing lessee. This information will <br />be based on vegetation production data from monitoring studies, size of pasture units, and <br />management needs such as rest or grazing deferments. Any interim fencing will be established <br />towards the need for special management or consideration of the ongoing mining operation. <br />However, upon completion of operations and reclamation activities, permanent fencing will be <br />emplaced as soon as possible. The final fencing patterns will approximate premining patterns <br />or current property owner boundaries at the time in order to restore the premining pasture <br />units. Approximate locations are shown on Exhibit 22-1. Ponds 005 and 006, as well as <br />permanent road locations are also shown on this exhibit. Permanent facilities such as ponds <br />and roads are discussed in Tab 13. <br />Management of wildlife will be nonintensive with free use of the areas for big game and other <br />species. Observations of wildlife use on reclaimed lands will be made; however, intensive <br />management of wildlife will be the responsibility of the Colorado Division of Wildlife. Peabody <br />Coal Company will cooperate with the Division when and where possible and will continue its <br />policy of restricted or prohibited hunting and non-harassment of wildlife on the mine property. <br />As required by Rule 2.05.51111b1, Peabody has requested comments on the postmining land use <br />from the legal or equitable owners of record of the surface of the permit area and the state and <br />local government agencies which would have to initiate, implement, approve, or authorize the <br />proposed use of the land following reclamation. Copies of the returned comments are provided <br />in Appendix 22-1. <br />11 <br />
