The purpose of and need for
drilling to is to mitigate recent elevated carbon monoxide levels within the undergrotmd
mint before kealth and human safety concerns are compromised. The proposal to drill
lies on coal least COC-56447, and is located in Township 13 5, Range 90 west, 6A1i
principal meridian, center of the southeast %s of section 23 in Gunnison County,
Colorado, and is shown on the attached map. The load surface is National Forest System
lands administered by rho Grand Mesa, Uncompahgre, and Gunnison National Forest,
Paonia Ranger District.
The lands ctnxently proposed fot a wep pad and drilling lie within the project area that
was previously analyzed in the Coal Methane Drainage Project, Panel l fi-24
Environmental Assessment (13A) (2002).
The proposal to drill consists of uP to 5 drill holes from one (1) tlew well pad
(approxirnatcly 200' X 200'), and less than. ll8 mile of temporary road. Drill holes would
be approximately 7" diameter and about 2000' deep. Upon well completion, water, foam,
atld/or nitrogen would then be pumped througb the drill hole into the mine wo[kings.
With the exccptioa of the possible: construction of a very short tempoz•try road tv access
the proposed pad site, access to the site would be across existing roads addressed in the
EA. .
Tbis S1R will present any changed circumstances since the 2002 surface use approvals,
but does not change the conditions prescribed for protection ofnon-mineral interests
applicable to lease COC 5644?.
REVIEW AND EV.A.L,UATION:
The Coal Methant Drainage Project Panels 16-24 EA ana DNIFONSI slang with irs
supporting project record wss reviewed for thi a 5IR. The following specific changed
circumstances were noted, and are documented below:
Issues: A review of the issues from the }yA show that th.e key rrsoutcc issues have not
changed, and the previous analysis adequately addressed them.
