Lang <br />Dinsion Director <br />Re: Memphis Site, File No. M-97-084, 110 Construction Materials Application <br />Adequacy Review Letter. <br />Dear Mr. Poulos, <br />I have completed my preliminary review of the above-named application, based on its technical <br />merit. I have the benefit of having already visited the site, and so can eliminate some of my initial <br />questions and concerns, which were "answered" while onsite. Overall the application is well <br />prepared, and the proposed operation is fairly straightforward. My review includes the revised <br />material submitted subsequent to the original packet, dated September 29, 199'1. There are, <br />however, still several items which must be addressed or resolved before the Division can make its <br />decision on the application. I have arranged my comments in the following paragraphs in the <br />order ofthe section ofthe application or exhibit to which they pertain. <br />Application -Item 5, page 1 <br />The primary commodities are listed as "waste rock and alluvium". Does "waste rock" pertain to <br />that material discarded from the uphill historic gold mines? My observations during the site visit <br />indicate the presence of some mineralization in that alluvial fan. If it is mine waste, please provide <br />additional characterization of that material. (This question is again raised about Application Item <br />12, where "limonite" is named as present, which has some relation to pyritic material.) Please <br />explain the statement that there is no acid generating potential. <br />Exhibit A -Site Description <br />Based solely on observations made during the site visit, I think additional information should be <br />included in the exhibit about the previous mining activity and topography immediately to the east <br />of the permit area, inasmuch as the permit area is strongly influenced by the adjacent offsite Land. <br />Exhibit B -Location Map <br />The question concerning this exhibit is similar to that for Exhibit A, and refers ';o providing <br />information about the topography and watershed pertinent to the area lying to the east. This <br />should probably include the locations ofpre-existing metal mining features, e.g., portals, <br />structures, waste or ore piles, discharges, etc. <br />
