Long <br />Dwision Director <br />Re: Ophir Lode, File No. M-2001-063, 110(2) Permit Application, Second Adequacy Review Letter <br />Dear Mr. Giesy, <br />have reviewed your packet of adequacy response materials, and fmd that it satisfied most of the Division's <br />concerns about the application named above. I still have a few questions, which appear in the paragraphs below. <br />Yesterday, I spoke by phone with Barry Tollefson and Julie Coleman-Fike, both of BLM, about the ne~v material <br />submitted in this application. Some of their concerns are echoed in my questions below, but concerns of theirs <br />which do not fall within the Division's jurisdiction are not included in this letter. <br />Again, I have arranged them according to the exhibits to which they pertain; their numbers, however, do not refer <br />to those in my August 20, 2001, letter. Items in my former letter which are not included herein are considered <br />adequate. <br />Exhibit A -Location Map (Rule 6.3.1) <br />1. The new map submitted is correct except that its scale should read: "1:24,000." I have manually corrected it, <br />and another one need not be submitted. <br />Exhibit B -Site Description (Rule 6.3.21 <br />2. You have named the two surface classes designated for the none location on the soils map, RO and RS, but have <br />not provided any additional material descriptions. Lf description information exists, please provide it; if none exists <br />in the soil survey, please state such. <br />Exhibit C - Minine Plan (Rule 6 3 3J <br />3. The existing waste rock which will be removed and placed on the BLM-managed portion of the access road <br />should be characterized before its removal from the permitted area. Prior to any removal activity, please provide a <br />brief description of the rock, such as range of sizes, volume needed, color or degree of apparent mineralization, <br />whether the rock .vas surficial or deeply buried in the dump, etc. I remember that the dump rock was not very <br />mineralized, but please try to limit extraction to non-mineralized rock if possible. (Our staff geochemist visited the <br />site last fall and noted minor amounts of galena, pyrite, sphalerite, manganese, and possibly carbonates showing on <br />the dump. Using the dump rock, judiciously, might not adversely affect the watershed, but please do not fill any <br />drainage areas with it.) <br />4. You have stated that as new rock is placed, the dump will be shaped. Please verify ifthis means shaped to a 3:1 <br />slopes, and how often or a[ what point in your operating season it is to be shaped. Also please indicate how you <br />will mark or maintain the 17-foot setback from Red Cloud Creek (as shown on the new maps). <br />
