Section - 2.05.4
Reclamation Schedule -The following summarizes the timing of the future final reclamation activities
• for the Elk Creek Mine azea, beginning with the decision to abandon the site:
Year 1 - The mine portals and shafts will be sealed and backfilled. Associated structures,
facilities, and equipment, including foundations, will be dismantled, demolished,
and either removed from the site or buried on site. All or portions of the Elk
Creek culvert may be removed, as appropriate and the associated stream channel
segments reestablished.
Year 2 - Disturbance areas will be regraded to the design final configuration, available soil
materials will be replaced, and the reclaimed areas will be seeded and mulched.
Reclamation Costs - A summary of the costs for reclaiming the Elk Creek Mine facilities azea is
provided in Exhibit 2.03-E3, Insurance and Bonding Information.
Coal Mine Refuse Piles -The three coal refuse disposal facilities; the East Yazd Refuse Facility,
located near the backfilled Somerset Mine C-Seam portal; the Wesc Valley Coal Refuse Facility,
located in the First drainage west of Elk Creek; and the II West Coal Refuse Facility, located in the
second significant ephemexal drainage west of Elk Creek; have been designed and constructed as
permanent structures: As an integral pazt of pile construction, completed pile areas are continuously
or .periodically reclaimed. Reclamation involves grading bench outslopes to the design configuration
(< 2H:IV), grading bench surfaces to promote effective drainage, placing a minimum of 4 feet of
suitable cover material, and seeding and mulching the reclaimed benches and outslopes to protect and
stabilize the cover material. Because the refuse piles are designed as permanent structures, all
associated drainage and sediment control structures (except the sedimentation ponds associated with
• the West Valley and II West Coal Refuse Facilities), including undisturbed drainage diversion ditches,
disturbed drainage collection ditches, and rock under-drains will be retained.
Roads and Powerlines -With the exception of the following roads or road segments that will be
retained to provide long-term access in conjunction with the postmining land use, existing and
proposed mine roads will be removed and the associated disturbance aeeas reclaimed during final
grading operations:
• Affected segments of Beaz.Creek, Lower Hubbard Creek, and Upper Hubbazd Creek
roads
• Somerset Cemetery Road
• Sanborn Creek Road
• Elk Creek Road
In addition to the identified major roads,- there is a network of exploration, powerline
construction/access, and degassification well access roads within the OMI permit area.. Many of
these roads are pre-law roads constructed prior to 1976 and a number of the roads are utilized to
access existing public facilities (powerlines and waterlines) and adjacent private and public lands.
Prior to final site reclamation, OMI will delineate and identify all existing roads and will attempt to
identify any ongoing use and access requirements associated with individual roads or road segments.
Any roads that were constructed subsequent to August ]977 that are no longer required for
• continued access will be reclaimed by blocking access with berms, rocks, or by other means,
establishing passive drainage controls (water bars and/or ditches), and ripping and seeding road
surfaces. Any pre-law roads or roads required for ongoing access will be retained. For any roads
retained on OMI lands to provide access ro adjacent public lands, OMI will work with the land
management agencies {BLM and USFS) to develop and execute any necessary. easement agreements
that may be required for long-term access and maintenance.
iIWCRF 2.05-GS Revised June 2003
