Projected stockpile capacity is approximately 65,200 (18,600 ry <br />from existing stockpile, 46,600 cy soil salvage from Elk Creek Mine disturbance <br />azeas) cubic yards and will be verified by survey following completion of soil <br />relocation stockpiling activities. Compliance with applicable design and stability <br />requirements is addressed by the Slope Stability Analysis for Elk Creek Mine Portal <br />Bench Fills and Soi] Stockpile (Montgomery Watson, 2000). Additional details on soil <br />material handling and storage are provided in Section 2.05.3(5). <br />Roads <br />Designs and as-built configurations for all mine roads effect compliance with all applicable provisions <br />of Rule 4.03 and 4.04. Specifically, all roads aze designed, constructed, and maintained to prevent or <br />convol erosion and siltation, pollution of air or water, and damage to public or private property. <br />Road locations, alignments, and designs aze based on specific topographic constraints, the anticipated <br />volume and nature of traffic, and the weight and speed of the vehicles chat will utilize the road(s). <br />Road design considerations include location on ridges or the most stable available slopes, avoidance <br />of stream channel alignments, avoiding damage to fish, wildlife, and related environmental values and <br />prevention of additional convibudons of suspended solids to runoff and sveamflows. <br />Specifications for each road are summarized or referenced in the following sections. Unless <br />specifically discussed or referenced, alternative specifications aze not necessary since road designs <br />comply with applicable regulatory standards. In those limited areas where altemative specifications <br />are necessary due to cut or fill requirements, geotechnical stability considerations aze addressed by <br />discussion or reference, Because those roads requiring certification per Rules 4.03.1 (7)(d), and 4.03.7 <br />• (f)(i) are components of larger construction projects, road certifications aze included in Exhibits 2.05- <br />E2, Geotechnical Design and Stability Analyses and 2.05-E4, Mine Development Waste/Coal Refuse <br />Facility Design. Any alteration or relocation of natural drainages and requirements for inlet/outlet <br />protection for road culverts in conjunction with road construction requirements is addressed in the <br />subsequent drainage and sediment convol section and in Exhibit 2.05-E3, Drainage and Sediment <br />Convo] Plan. The only stream ford which exists on any mine road is an existing ford on the Elk <br />Creek/Hubbazd Creek powerline road as discussed under the description of this road. <br />Portions of the main envance, Sanborn Creek Mine, and West Valley haul roads and other roads aze <br />within 700-feet of the outside right-of--way line of State Highway 133. By letter dated February 28, <br />1991, the Colorado Department of Highways provided Somerset Mining Company with permission <br />for the proposed permit area and assotiated roads within the permit area to be within less than 100 <br />feet, measured horizontally, of the highway right-of--way. In addition to the required Highway <br />Department approval; all mining and related activities will be conducted within the permit azea on <br />private and public lands where the public has never had access or where public access has been <br />limited; the Union Pacific Railroad right-of--way, tracks, and related facilities lie between the mine and <br />the highway; and the proposed mining and related activities should not adversely impact public <br />interests. <br />Because those roads requiring certification per Rules 4.03.](])(d) and 4.03.](f)(i) are components of <br />larger construction projects, road certifications aze included in Exhibits 2.05-E2, Geotechnical Design <br />and Stability Analyses, and 2.05-E4, Mine Development Waste/Coal Refuse Facility Design. <br />Mine Envance Hau] Road -The entrance road which runs from State Highway 133 to the Elk <br />• Creek coal handling, support, and ancillary facilities area, is classified as a haul road since it is utilized <br />for truck haulage of coal to and from the mine. For purposes of characterization and discussion, this <br />road can be segregated into four segments.
