Following is a discussion of each of the reports. Southfield Mine Water Riehts Eneineerins Report This report satisfies the requirements of Stipulation No. 3 of the permit and the associated abatement measure of NOV C-87- 002. It should be noted that this submittal was due on or before Januazy 30, 1985 prior to EFCI involvement at the Southfield Mine. Nevertheless, EFCI has completed the attached evaluation. Southfield Mine Hvdrolosic Monitorin¢ Report This report satisfies bhe requirements of Stipulations 6 and 7 of the permit as well as the associated abatement measures under NOV C-87-002 and C-87-003. NOV C-87-003 requests that EFCI • submit as annual hydrologic monitoring report for 1986. Please note that the attached report is for 1985 and spans the monitoring period through May 31, 1986. As stated in Stipulation 6, annual hydrologic monitoring reports shall be submitted by July 1 of each pear. Consequently, EFCI is not required to submit its annual hydrologic monitoring report for 1986 until July 1, 1987. In f act, it would be impossible to submit the requested report until after the end of the current monitoring period CMay 31, 1987). Southfield Mine Semi-Annual Subsidence Reports These reports aze submitted to satisfy the requirements of Stipulation it sad NOV C-87-003 with respect to both format and reporting periods. The format used in the reports presents the subsidence monitoring data as directed by Stipulation it and covers the required 1986 monitoring period. NOV C-87-003 requires that: (EFCI) "begin to submit quarterly ground water and surface water reports." EFCI has always submitted ground water and surface water reports on a quarterly basis. To the best of our ]rnowledge all required quarterly ground and surf ace water monitoring reports have been submitted in a timely manner and plans for the future aze to continue this procedure. We do not understand why this abatement measure was required under the above referenced violation since no reports . have been missed or delinquent.
