The required fee of $217 for the renewal of this substitute water supply plan has been <br />submitted. The original plan was approved on July 27, 1998 and it was most recently renewed on <br />June 21, 2004. An augmentation plan for the site was filed with the Division 1 Water Courtin Case <br />No. 2000CW142. Loveland Ready-Mix Concrete, Inc. has also obtained storage water rights in <br />Case No. 98CW431 for storage in two of the pits within the site, identified as pit 16 and 17. Mining of <br />pit 16 has been completed and it has been lined and mining of pit 17 has been completed and it is <br />currently being lined. Dewatering of pit 17 will continue until the lining process is complete. <br />Loveland Ready-Mix Concrete, Inc. has also completed mining at Pit 19 and the pit has been <br />completely backfilled. Pit 18 will be mined and dewatered over the next several years. <br />The anticipated net depletion for this plan is 60.18 acre-feet per year, which includes <br />evaporation from up to 22.89 acres of water surface exposed after December 31, 1980. According <br />to the information submitted, 82.47 acres of water surface, out of a total of 105.36 acres to be <br />exposed at the site, was exposed within the reclamation permit boundary prior to January 1, 1981. <br />You have provided a monthly breakdown of the depletions for this year of operations from the <br />beginning of March 2005 through the end of February 2006. The depletions total 44.64 acre-feet of <br />net evaporative loss, 11.23 acre-feet of water used to batch concrete (which represents production <br />of 122,000 cubic yards of concrete), 0.48 acre-feet of water lost with mined product (which <br />represents 16,488 tons of mined product), and 3.83 acre-feet of water used for dust control. <br />Phreatophyte credits of 5.29 acre-feet per year have been applied to this plan. <br />The proposed sources of replacement water for this pit are 42 Barnes Ditch inches diverted <br />from the Big Thompson River and previously used for irrigation of the mined property and 78 units of <br />Colorado-Big Thompson Project water owned by Loveland Ready Mix. The Barnes Ditch inches, <br />provide a dry year historic consumptive use credit of 39.36 acre-feet, based on a field efficiency of <br />60% and ditch loss of 5%. A dry-up covenant has been provided for the 42 Barnes Ditch inches <br />claimed under this plan. The acreage that is referenced by the dry-up covenant will need to be <br />verified by the Division Engineer prior to any renewal of this plan. Replacements during May <br />through October will be made by diverting the Barnes Ditch water, measuring it, and then returning it <br />to the Big Thompson River. Adequate flow measuring devices, satisfactory to the Water <br />Commissioner, must be installed for the administration of this replacement water from the Barnes <br />Ditch. Replacement for depletions during November through April, plus shortages after Barnes <br />
