<br /> <br />department. Containment structures are inspected for structural <br />weaknesses on a quarterly basis by a qualified person. Detention <br />ponds are inspected weekly by a person qualified for the existence <br />of oil. <br />Security: The Colorado Yamp Coal Company security system includes: <br />- routine patrols of mine by security personnel, <br />- vehicular traffic control, <br />- fencing, <br />- good lighting, <br />- guardhouse for controlled access to main entrance gate, <br />- visitor check-ins, and <br />- locked entrances. <br />5. Training: Yearly safety meetings are required for all employees at <br />which time the goals and objectives of the SPCC will be reviewed. <br />Specific topics of discussion will include: review of past spills <br />and causes, training in the use of cleanup measures for spills, <br />spill reporting procedures, and general employee motivation concerning <br />spill prevention and control including stimulation of employee interest <br />in good housekeeping. <br />6. Spill Response: The designated person who is accountable for oil <br />spill prevention at Colorado Yampa Coal Company is the Senior <br />Environmental Engineer. He reports directly to the Manager, <br />Technical Services, who reports to the Mine Manager. Presently the <br />Senior Environmental Engineer is: <br />Richard A. Mills <br />29588 Routt County Road #27 <br />Oak Creek, CO 80467 <br />(303) 879-3800 Work <br />(303) 879-0602 Home <br />In the event of an oil spill which is contained within the mine pro- <br />perty, personnel will take action to insure that the spill is con- <br />tained. Their actions include: cutting diversion ditches, con- <br />structing berms and the utilization of manpower and equipment as <br />required to contain the spill. The Senior Environmental Engineer <br />will then be notified and cleanup activated. Absorbant oil booms <br />and pads, straw bales, snow fencing and other equipment are stored <br />on the mine site and ready for use in cleaning up any spills which <br />may occur. Rental equipment such as portable centrifugal pumps, <br />oil rope mops and mechanical mop wringers are available locally. <br />If, through a series of unplanned events, oil does leave the con- <br />tainment area, personnel will: <br />-13- <br />Revised 11/21/86 <br />
