Mr. Gibson and Ms. Wolf presented <br />further information regarding the snowmelt event that occurred on <br />March 23, 1998. The facts discussed regarding Outfall 007A were <br />that the volume of the pond at 8:00 a.m. the morning of the event <br />was at the bottom of the headgate. By 2:00 p.m. of March 23, 1998, <br />6 hours later, the water level had risen nearly 2 feet and was <br />spilling over the top of the riser pipe. Temperature charts were <br />provided showed a warming trend in the temperature over the course <br />of the day. The self-monitoring data for Outfall 007 you provided <br />on your Discharge Monitoring Report for first quarter 1998, for. <br />Settleable Solids was 0.08 mg/1, permit limits of 0.05 mg/1. <br />Colowyo Coal Company has shown that outfall 007 discharged within <br />48 hours of.the precipitation event and the condition of the pond <br />before the event could contain a 10-year/24-hour precipitation <br />event.
