• <br />buildings have been removed from llie site, the four remaining are in good condition and still <br />meet criteria of eligibility. These buildings are likely to be directly or secondarily affected <br />by proposed construction or upgrading of the facilities for the Bowie Mine #2. Site <br />SDTI OS3, the King Mine, has two buildings which meet criteria for listing on the NRHP. <br />Neither are likely to be directly affected by the proposed action, but may at some later date <br />be removed, which constitutes a potential secondary impact. Secondary impact from the <br />effects of tlic construction activities (erosion, etc.), and the potential for vandalism caused by <br />the increased activity and access in the area should be addressed in any final determination <br />of effect. Appendix B leas a map showing the relationship between each site and the <br />potential area of direct impact. for additional information, refer to the CPO site forms in <br />Appendix C. Both these appendices contain information that is restricted from public <br />distribution. <br />Summary of Management Recommendations <br />One prehistoric archaeological site, SDT1050, and two prehistoric isolated finds, <br />SDT1051 and SDTI OS2, were recorded. All were evaluated as ineligible for listing on the <br />National Register of Historic Places. <br />• One previously recorded historic town, SDT122, was revisited and reevaluated; and <br />the related King Mine, SDT1053, was recorded and evaluated. Both contain standing <br />structures that meet criteria for listing on the NRIiP. Should the controlling state and federal <br />agencies in consultation with the State I listoric Preservation Officer (SHPO) and the <br />Advisory Council on I-listoric Preservation agree that the remaining portions of sites SDT122 <br />and SDTI OS3, which are recommended as eligible, be listed on the Register, and that they <br />may be adversely affected, then a Treatment Plan--which outlines "courses of action that <br />could avoid, mitigate, or minimize any adverse effects on such properties" (36 CPR 800.6 <br />[b][3])--should be formulated and undertaken. <br />The American Indian Religious freedom Act of 1979 (AIRPA) and amendments to <br />National Historic Preservation Act require a determination of site's eligibility according to <br />their classification as sacred sites by regional Tribes, and/or their location within traditional <br />use areas. Accordingly, letters requesting information on such sites in or near the project <br />area were sent to the tribal councils of the Southern Ute Tribe, the Ute Mountain Ute Tribe, <br />and the Uintah and Ouray Tribes. <br />• <br />24 <br />
