Swift <br />September 14, 1999 Page 3 <br />A written piezometer monitoring plan needs to be developed to include the <br />anticipated installation date of the piezometers and the frequency of data collection. - <br />2. A written contingency plan (for the what-if scenarios) is required for the protection of <br />the water levels in the Swift Ponds and any decay in water quality caused by the <br />recharge ponds. <br />3. A written monitoring plan, in perpetuity, is required for the recharge ponds, <br />groundwater water levels (as in I above), and surface water levels in the Swift Ponds. <br />4. We recommend that a quantitative estimate of the groundwater flow in the southerly <br />direction at the southern end of the proposed mining area be provided, together with a <br />cross sectional plot of the aquifer from the Cache La Poudre river at the northeastern <br />corner of the permit azea to the Swift Ponds. <br />5. A final review of the completed plans, and supporting documents, to include the <br />foregoing, the design of the siltation ponds, and a cross section of the conveyance <br />trench is recommended. <br />In summary, for the protection of the water levels and quality within the Swift Ponds, we recommend <br />that the agreement, in perpetuity, include: <br />• the long-term operation and maintenance requirements and responsibilities of the <br />land owner and/or operation; <br />• a contingency plan to be implemented if water levels within the Swift Ponds exceeds <br />allowable limits; and <br />• that this agreement is permanently attached to the land, irrespective of the owner <br />and/or operator. <br />We realize the importance that you place in the protection of the Swift Ponds, and the recreational <br />opportunities they provide to people in the area.
