A suitable plug will be placed ten feet belov the ground surface to support a cement plug <br />or other media to within three feet of the ground surface. Permanent sealing of holes, <br />wells, etc. completed in aquifers will be accomplished using cement or other suitable <br />sealant. The sealant will be placed in the hole from the bottom to within ten feet of the <br />surface unless approval is fi r_.t secured from CDMG to utilize an alternate method. <br />Surface plugs used to complete the permanent sealing of holes, wells, etc. will be <br />selected and used only if the CDMG gives prior approval. All associated surface sites <br />will be reclaimed following the cessation of mining. Seneca Coal' Company (Seneca or SCC) <br />will submit to the CDMG a proof of compliance report containing pertinent information on <br />permanent sealing of any hole, well, etc. within the following annual hydrology report. <br />Cround water Duantitv. The backfiLling and grading of spoil materials is accomplished by <br />dozers and scrapers (see• Tab 20, gackfilling and Grading). Procedures outlined in Tab 20 <br />will insure the eventual resaTUration of the disturbed areas (pits) by creating greater <br />porosities end hydraulic conductivities due to increased void volumes. In addition to <br />bac kfilling methods, topsoiLing and reclamation plans outlined in Tabs 21 (Minesoil <br />Reconstruction) and 22 (Revegetation Plan) will enhance the potential for establishing <br />reclaimed areas that exhibit similar or greater infiltration ra tes and recharge capacities <br />then preminin9 conditions. The rapid establishment of vegetation will minimize erosion <br />and thus promote better infiltration and moisture retention. All non-direct haul topsoil <br />will be disked on the contour which will also help infiltration characteristics at least <br />to the depth of the disking. Additionally, reclaimed roads may be ripped and topsoiled <br />areas with excessive clay may be ripped to promote infiltration and deeper plant rooting <br />depths. I <br />Excess ground water inflow to the pits will be removed by pumpi ng'the water into sediment <br />ponds. Design criteria for each sediment pond (both existing and proposed) is presented <br />in Tab 13 (Facilities). Each pond is designed [o contain and treat runoff from a 10-year, <br />24-hour storm event plus additional storage capacity for water pumped from mine pits. <br />Surface water Quality. Design criteria for each sediment pond is outlined in Tab [3, <br />Facilities. Each of the sediment ponds is designed to prevent measurable discharge of <br />sediment to streamflow outside the permit area and incorporates detention times sufficient <br />to ensure that all applicable effluent standards will be met.
