Wine, P.E. <br />Division Engineer <br />This letter is in response to your letter to this office of <br />February 29, 1998. I delayed responding to you while waiting for <br />the final proposal by Agile Stone Systems to the State Engineers <br />Office in Denver regarding their water usage plans at the proposed <br />Tallahassee Creek site. <br />In its final form Agile will not pump any groundwater from wells. <br />Their proposal as recently approved by the State Engineers Office <br />is to pump water from the Arkansas River which will be replaced <br />with water they own in Twin Lakes Reservoir. The water pumped <br />from the river will be used for process and roadway dust <br />suppression. The proposed quarry operation is also now planned to <br />not expose or intercept any groundwater. With these final plans <br />it is not anticipated that there will be injury to any water <br />rights including any rights for Steer's spring. <br />I have also heard from some citizens in the area concerning <br />blasting impacts on their well water quality. It is unlikely <br />blasting will affect the turbidity of any neighboring wells <br />especially if they are some distance away. The best way to <br />monitor any changes in water quality or well production is to have <br />some baseline test data prior to any operations by Agile and <br />subsequent testing data once operations have begun. <br />The State and Division Engineers offices will continue to monitor <br />this mining operation for any injury to existing water rights. If <br />any such injury is found changes will be made to protect the <br />owners of these water rights. <br />
