~~~
62067 Oak Grove Rd.
Montrose, Co. 81401
Tuly 14, 2003
Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, Co. 80203
RECEIVED
~~ > > 2003
Division •f Minerals and Geology
Dear Division, I~/~ - ~/ ~~~
~~
We are requesting that the mining application of Haldorson Sand and Gravel of
Montrose, Co., Spring Creek Mesa be denied.
Some of our objections are that the application is inadequately prepared and that would
endanger many residents' health, would alter, impact or destroy existing water rights, and
could not be successfully farmed when reclaimed.
We feel that the Division should require Haldorson and Sons, Inc., to have a thorough
ground water assessment done by an agency qualified to do a hydrologic investigation.
Baseline information should be established before ground is broken. A sufficient number
of monitoring wells should be established on the perimeters and throughout the 156-acre
parcel and to the depth that mining would take place. Require that the data be recorded
on a minimum of a weekly basis throughout the testing period of a least ane-year and that
the data be available for public scrutiny before a decision is made or a mining permit is
issued.
We also believe that the Division should require Haldorson and Sons, Inc., to present a
plan that cleaz}y prevents contamination of ground water and surface water from any
source and make that plan available for public review before a decision is made regarding
the application.
We also request that the DMG require Haldorson a Sons, Inc., to reclaim the land as
cropland to a depth of not more that 10 feet below the present level of the land or two feet
above the highest ground water recorded on the property during the hydrologic testing
period, whichever is higher.
We request that the DMG require the applicant make public the test results on which he is
basing his claims of gravel deposits, overburden, topsoil and no ground water. As to
date, the public has never had an opportunity to review these test results.
We also request that the DMG require that before mining begins, the applicant, not the
taxpayers, must pay for studies to establish baseline information on water quality and air
