Land uses prior to mining were ranching, homesteading (see Archaeological, <br />Cultural and Historical Resources, Chapter E), coal mining and transportation. An <br />unimproved dirt road, known as State Highway 42, ran from Rifle to Craig at least <br />as eazly as 1916 (State Highway Commission, 1916). <br />The Rienau No. 2 (G-Seam) underground mine is currently operated by <br />Northern Coal Company on federal lease C-076713 (NEY.SW3y Sec. Z9, T2N, R93W). <br />This mine was first opened in 1966 and operated intermittently until 1977 when <br />Northern Coal Company became the operator. The room and pillar mining method <br />(without pillaring) was used in the G seam. The areal extent of the workings prior <br />to NCC's operation of the mine was about 3.0 acres (see Exhibit D-1). <br />Production recorded by the USGS for this mine prior to Northern's operation was <br />about 34,750 tons. Land uses prior to Northern Coal Company's mining were <br />ranching, transportation, homesteading, and coal mining (see Archaeological, <br />Cultural and Historical Resources, Chapter E). <br />• <br />3.6 LOCAL LAND USE CLASSIFICATION <br />The mine plan azea is zoned as agricultural land by the Rio Blanco <br />County Planning Division (Payne, 1980). The azea will be re-zoned to accommodate <br />mining when a Special Laad Use Permit Application is approved. There are no land <br />use plans for the mice plan area. <br /> <br />3.7 Areas where coal mining operations occurred or will occur <br />A map delineating areas where coal mining occurred or will occur at <br />various points in time can be found at Exhibit .D-2. It should be noted that <br />no additional surface disturbance is shown in the five year permit period at <br />either mine site. <br />Exhibit D-14 is a map of the permit and adjacent areas delineating <br />areas where coal mining operations occurred or will occur: <br />a. Prior to August 3, 1977- <br />b. After August 3, 1977 and prior to hiay 3, 1978; <br />c. After May 3, 1978 and prior to Decanber 15, 1980; and <br />d: Aftea~the estimated date of issuance of a permit by the <br />Division to conq~ly with 2.10.2. <br />D-6 <br />
