In either case, the above-ground <br />feature is integral to the below-ground pipeline and part of the same alignment, <br />as mapped on revised map exhibits. <br />There are no gas wells existing on the subject property at this time, though future <br />pad sites are depicted on the applicant's exhibits, and the applicant has located <br />all oil and gas lines on the property, as required by Rule 6.4.3(b). <br />5. In accordance with Rule 6.4.3(e), please show the types of vegetation <br />covering the affected lands. In particular, please delineate the <br />Cottonwood-dominated riparian area at the northeastern fringe of the <br />permit area as described in Exhibit J -Vegetation Information. <br />The types of vegetation covering the affected lands are delineated on Exhibit C- <br />1, as revised. As described in Exhibit J, the site has three distinct vegetation <br />types: Degraded pasture, a Cottonwood fringe near the Colorado River, and <br />wetland/wet meadow areas. Revised Exhibit C-1 clearly differentiates between <br />these areas, though many areas classified as "wet" were put to productive use <br />and therefore show vegetative characteristics of degraded pasture. The <br />Cottonwood-dominated riparian area is mostly off-site, to the east along the <br />banks of the Colorado River, with tree cover on the site consisting primarily of <br />Russian olive. <br />6. On page seven of the Mining Plan, the applicant states that no significant <br />overburden covers the site, yet the applicant indicates in numerous places <br />throughout the Mining Plan that topsoil and overburden will be stripped <br />and stockpiled as needed. Please clarify if overburden will need to be <br />stripped and stockpiled, and if so, identify the locations of overburden <br />stockpiles on Exhibit C-2: Mining Plan Map. <br />The applicant is planning for a limited amount of topsoil and overburden removal <br />based on investigation of the soils and aggregate deposit. The berms to be <br />provided surrounding the enclave property at the south of the site will have a <br />capacity of approximately 7,000 CY for topsoil (to be vegetated as appropriate for <br />soil preservation and aesthetic effect). The material for these berms will be <br />recovered from the area to be established as the Phase 1/2 Processing Area, <br />approximately 10 surface acres in the southeast of the Phase 3A Mining Area. It <br />is necessary to excavate the processing area prior to setting the plant and other <br />equipment (to ensure structural stability and proper drainage), so it is necessary <br />to stockpile the material recovered in this initial site work. Any additional excess <br />material generated prior to the commencement of concurrent reclamation (e.g., <br />backfilling areas where mining has been completed) will be placed in a temporary <br />stockpile within the Phase 1/2 Processing Area, as illustrated on revised Exhibit <br />
