Lochheazl <br />Execmrve Dueaor <br />Michael B Long <br />Division Dneclor <br />DMG decision date for the Clifton Water Gravel Pit application is 9/29/97. The <br />application was not adequate for DMG approval as submitted. Please respond to the <br />adequacy issues identified in this letter promptly to allow DMG sufficient time to <br />complete its review process and approve the application prior to 9/29/97. Additional <br />adequacy issues may be identified and addressed under separate mailings. <br />ADEQUACY ISSUES <br />Proof of Filing - Exhibit Q of the application contained proof of mailings to Mesa County <br />Commissioners and to the Mesa County Soil Conservation District, as required by <br />Rule 1.6.211)la-li-. Please submit copies of the return receipts, as required by Rule <br />1.6.211-(a1(ii-. <br />Proof of Publication -Rule 1.6.5 requires that the operator publish the public notice, <br />described under Rule 1.6.2111(d1, for four consecutive weeks, and provide copy of <br />the public notice to DMG after the first publication. Publication was to commence <br />within 10 days of the completeness date (6/30/97). Please provide copy of the <br />publication, as required by Rule 1.6.5(21. Please provide proof of publication, as <br />required by Rule 1.6.211)Ig1. <br />Well Permit for Evaporative Loss -Mining Plan indicates that groundwater will be <br />exposed. Exhibit G of the application contained copy of application for well permit <br />submitted to State Engineer office. Please demonstrate compliance with Colorado <br />water laws, required by Rule 3.1.611)(a-, by submitting copy of approval document <br />from State Engineer for the well permit. <br />Discharge Permit from Colorado Department of Public Health and Environment -Mining <br />Plan indicates that groundwater exposed within the pit will be pumped to the <br />Colorado River. Exhibit G of the application states that such dewatering will occur <br />
