I have reviewed the May 15 and July 16 adequacy responses submitted by United
Companies of Mesa County for the proposed Virginia Acres sand and gravel
operation. I recommend the following concerns be resolved prior to permit
approval:
1. Define threat t methods to be used for mine process waters prior to
~~0 discharge to the Colora The applicant should be able to
demonstrate that these waters wi t_NPDES effluent limitations.
Currently, there are no plans for settling ponds.
>~ 2. Please define the source of the 100-year and 500-year floodplain
determinations presented in the July 16 adequacy response.
,~ 3. Submit a revised mining plan map, in accordance with Rule 2.1 .2 (1 ), which
shows the location--0f_the limit of excavations, the 100-year floodplain,
and the active channel of -the-Golorado River. The revised mining plan
map must be prepared and signed by a professional engineer, or other
qualified person.
4. Please commit to bank maintenance along the south and east portion of the
permit area. Bank maintenance activities include soil stabilization and
armoring, as needed, to protect the dirt bank from direct water flow in
the event of high water and minimize the potential fora breech.
The Division will be able to make the findings that disturbances to the
hydrologic balance will be minimized and that no offsite impacts will occur
upon resolution of these items.
