I~ev sea ~-I - 30 - 8Z <br />compacted material from road cuts or nearby permit area; culverts, <br />6 culverts, 5 ft. diameter for Mann Draw, elsewhere 1 culvert per <br />station to handle 10 year-24 hour event, 2 ft. diameter, all covered <br />• with 1 ft. compacted fill; bridges, none; drainage ditches , minimum <br />1 ft. deep placed, on slopes on high side, on level ground on both <br />sides. <br />During road con struction,culverts were set at a 2~ slope and <br />topsoil was salvaged from the new section of the road to a depth <br />of 6" for 1050 feet and to a depth of 12" for 1718 feet per MLRB <br />specifications. Per MLR specifications topsoil was replaced on <br />completed embankments to a depth of 12 inches; the excess was stock- <br />piled on the Bourg property. Areas disturbed by road construction <br />were revegetated with a seed mixture of 808 western wheatgrass and <br />208 clover, drilled at a rate of lOlbs. P.L.S. per acre and <br />covered with <" to '~" topsoil. Final reclamation of the road itself <br />will be determined by BLM approicimately three years before permanent <br />cessation of road use. The BLM specified reclamation plan will be <br />submitted to the MLR with the understanding that BLM requirements <br />will supercede MLR requirements should a conflict occur. The possibility <br />remains open that BLM will choose to retain the road as a permanent <br />• installation. <br />A performance bond for the road of $17,000 has been posted with <br />the Department of the Interior. <br />When approval of the haul road was obtained from the MLR staff, <br />the company agreed that if additional culverts were made necessary <br />by the final regulatory program, they would be installed if BLM <br />approves. Existing culverts on the new section of haul road meet <br />criteria for culvert spacing. However, culverts do not meet regulatory <br />criteria on the previously existing road Walden Coal requests a <br />finding that previously existing road design will not result in <br />increased erosion.. The request is based on the low precipitation <br />rates in the area (20 year average of 9.9 inches per year), the road <br />gradient (maximum of 68 grade for less than 300 feet; less than 38 <br />for the adjacent 1700 feet, and less than 18 grade for the western- <br />most 1500 feet), and the soil properties. Two soil types exist at <br />the location of the existing road. Most of the road traverses Basler <br />sandy loam on which run off is slow and water erosion is "slight". <br />• A short segment of <br />D- 7 <br />. <br />
