~ • The condition. capability and productivity of the existing site
is poor. There is no topsoil or vegetation cover, or erosion
protection. There are steep gullies and embankments made up of
overburden and coal refuse. The diverted stream cannot handle
the peak flow from a 10-year 4-hour precipitation event. The
land should be greatly improved after reclamation.
The surrounding undisturbed land has a vegetation cover of
approximately 10-15%. This vegetation consists of native grasses
and pinon-juniper pygmy forest. The land use classification
under local law (Las Animas County Zoning Office) for the pro-
posed permit area and adjacent area is Highland Agriculture.
(See attached latter from Las Animas County Zoning Office
• discussing the definition of Highland Agriculture.)
Before mining. the land was used td graze cattle, as was stated
by the property owner, and because of sparse vegetation, could
not support much cattle. The land was never used as a farmland.
•
35 Revised: 2/27/98
l4iner-Revisic~#t5^
HIV-a3 9-8~-9~
