• <br />TAB 11 <br />FISH AND 41LDLI FE RESOURCES <br />Introduction <br />The Hayden Gulch coal loadout end rail foci Lity was originally permitted by the Colorado <br />Division of Minerals end Geology (CDMG) in 1982 in conjunction with the Hayden Gulch <br />surface coal mine. Permit No. C-80-003 was successf ulLy renewed in 1987 end 1992, although <br />the loadout has not been operated for several years. <br />The original baseline fish end wildlife information contained in the application for Permit <br />Ho. C-80-003 was developed by the 3R Corporation. The information was derived from a <br />quantitative and qualitative biological inventory of the Hayden Gulch minesite, a <br />comprehensive literature review, and consultation with the Colorado Division of Wildlife <br />(CDO4) and other entities knowledgeable about the ecology of the area. <br />Disturbances associated with construction of the loadout and rail facility were essentially <br />completed prior to the issuance of the original permit; consequently no quantitative <br />• studies were apparently made of fish and wildlife or their habitats within and adjacent to <br />the loadout permit area. <br />Teb 11 presents available information on fish end wildlife resources to support Hayden <br />Gulch Terminal, Int.'s application for a new permit to operate [he loadout facility. The <br />information addresses the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Nining at Rule 2.04.11 regarding the requirements for information on fish and wildlife <br />resources in permit applications. This information was used [o develop a fish and wildlife <br />plan as required at Rule 2.05.6(2), end address the protection of fish, wildlife, and <br />related resources es required et Rule 4.18 (see Table 21, Fish end 4ildlife Plan). <br />The fish end wildlife information tonteined herein was derived from several sources <br />including: <br />1. The report of a baseline biological inventory for the proposed Hayden Gulch Mine <br />tonteined in the original application package for Permit No.C-80.003 et volume V, <br />Appendix M (Report prepared for W.R. Grace end Company by the 3R Corporation, May, <br />1977). <br />1 <br />
