You had asked for confirmation that Costilla <br />County is not required to apply for a stormwater permit for acounty-owned gravel pit. <br />As we discussed by phone, you are not required to apply for a stormwater pctlnit for your gravel pit at <br />this tithe. Thu is due to the coumy population being under 100,000, and the fact that the county is <br />treated as a municipality Por the purposes of the stotmwaur regulations. (This is a temporary <br />exemption granted to minor municipalities by Congress. The exemption is scheduled to end in August, <br />2001.
