Overland access for construction of the powerline will be restricted <br />to dry periods when the top soil is hard. Except for those areas <br />where top soil removal is necessary, the same will apply to the 20 <br />foot right-of-way. After the poverline construction and right-of- <br />way reclamation have been completed, line maintenance should con- <br />sist only of a periodic visual inspection performed on foot. <br />2. The access road will be a temporary road, used only during powerline <br />constrvction, then reclaimed. Sidecast construction techniques will <br />be employed. There are no steep slopes in the area to be stripped <br />so erosion of the top soil should not be a problem. After completion <br />of the poverline, the access road will be closed to vehicular traffic <br />reshaped to conform with adjacent terrain then reseeded. <br />3.
