Umm <br />(iaiemor <br />DATE: November 4, 1986 <br />T0: Randy Price - <br />FROM: Jim Pendleton <br />RE: TECHNICAL ISION 3 APPLICATION - INCIDENTAL BOUNDARY CHANGE - <br />SOUTHFI MI -81-014) <br />I have reviewed the technical revision application submitted by Energy Fuels <br />Coal, Inc., for a 40 acre permit expansion into a parcel of land leased from <br />Corley. Information supplied within the brief. application, in cordunction <br />with the subsidence prediction data contained within the approved permit, <br />provides a definition of the potentially subsided area. <br />The application's brief description of the potentially impacted structures and <br />renewable resource lands includes the Florence City waterline. The proposed <br />• underground mining w111 potentially subside an approximately 2.500 foot long <br />segment of the Florence City waterline. which was recently rebuilt under a <br />pro,)ect financed by our Inactive Mine Lands Program. That portion of the old <br />Florence City waterline was rebuilt using high density polyethlene pipe <br />(HDPE). The City of Florence relies upon this pipeline to divert surface <br />water from New11n Creek to Its potable water reservoir. The specific pipeline <br />materials used in construction of this portion of the pipeline were chosen to <br />reduce the likelihood of subsidence disruption of the pipeline. Because of <br />the importance of the Newlin Creek water resource to the City of Florence's <br />population, however, it is appropriate to require Energy Fuels Coal, Inc. to <br />ensure the structural integrity of the pipeline. For this reason, I recommend <br />that we require Energy Fuels Coal. Inc. to install appropriate subsidence <br />monitoring monuments adjacent to the pipeline on a spacing of approximately <br />500 feet. These monlmlents should be surveyed at least quarterly, in order to <br />document the amount of subsidence which occurs during extraction of the coal. <br />The company should also perform periodic visual inspections of the potentially <br />affected portion of the pipeline to detect any obvious leakage evident on the <br />ground surface. Further, I recommend tbat we require Energy Fuels Coal, Inc. <br />to accept the respons1b111ty of repairing the pTpe111ne in the event that a <br />rupture were to occur. Energy Fuels should document that appropriate p1pe11ne <br />materials are readily available to complete an expeditious repair of the <br />plpeltne. in order to assure that the City of Florence's water ut111ty would <br />not be unduly Impacted. Assuming agreement of Energy Fuels Coal.
