Straw <br />bale check dame were used mostly by Regions 4, 5 and <br />6. There were far fewer interviewee comments re- <br />corded in our database for channel treatments (38) <br />than for hillxlope treatmentx (188), indicating a lower <br />frequency of use in BAER projects. <br />Road and Trail Treatments--Only two road treat- <br />menta,culvert upgrading and trash racks, received mare <br />thanthreeeffectivenessevaluations.Theresponaeacov- <br />eredtherange from "excellent" to "poor,"although three- <br />quarters of the interviewees rated culvert upgrading <br />"excellent" or "good" in effectiveness (table 16). <br />Interviewees were evenly split on their asxesament of <br />trash racks as "excellent ""fair," or "poor." <br />BAER spending on armored ford crossings was <br />three times greater than for any other road treat- <br />ment. This was due to the extensive use of armored <br />crossing on the 1994 Tyee Fire, Wenachee National <br />Forest in Washington (fig. 23). Culvert upgrades, <br />ditch maintenance leaning and armoring, road rip- <br />ping, drainage improvement and stabilization, and <br />trail work accounted for the majority of funds spent. <br />In the 1990'x, more funds were spent on ditch main- <br />tenance than during the other two decades combined <br />(adjusted to 1999 dollars). Spending on moat other <br />road treatments increased during the 1980's and <br />again in the 1990'x. Region 5 spent more on road <br />treatments, other than armored ford crossing, than <br />other regions (fig. 24), Region 4 invested the most on <br />ditch cleaning and armoring. <br />Treatment Rankings <br />The composition of interviewees was examined to <br />see if different disciplines would rank treatment <br />USDA Forest Service Gen.
