Your
letters described the condition of the ponds prior to the rain events and/or Snowmelt and attached were temperature
charts that indicated rainfall and/or snowmelt prior to the sampling events. Sampling for outfall 002 was conducted
on January 18, 2000. At which time, approximately 0.03 inches of precipitation was recorded on temperature charts
provided. Sampling for outfall 011 was conducted on February 23, 2000. Temperature charts indicated
temperatures were above freezing indicating that snowmelt was active at outfall 011. Your sediment ponds are
designed to contain a 10-yearl24-hour precipitation event. In March 2000, Division of Mineral and Geology (DMG)
inspected Trapper and their report indicated sediment loading below the 60% criteria which demonstrates that
Trapper ponds were being operated and maintained properly during the efFluent limitation exceedances. The self-
monitoring data you provided on your Discharge Monitoring Report is shown below:
Reported
Period Outfall Parameter
Results
Permit
Conditions
1000 002A TSS (mgll) 58 (30 day avg) 35 (30 day avg)
1000 011A TSS (mgll) 66 (30 day avg) 35 (30 day avg)
Trapper Mining has shown that discharge occurred within 48 hours after measurable precipitation and/or snowmelt
and that discharge from the various outfalls were beyond your control. Therefore, we believe that Trapper Mining
Company qualifies for the less than or equal to a 10-year/24-hour precipitation alternate limit, thus waiving Total
Suspended Solids (TSS).
If you have any further questions regarding this matter, please contact me at (303) 692-3603.
Sin er y,
Carla J.
