6-1]-98;f0:40PM;
,1 # 2/ 5
RECEIVED
March 13, 2003
~?AR 13 Z00~
Division of Minerals & Geology
Division of Minerals and Geology
1313 Sherman
Room 215
Denver, CO 80203
Dear Sir,
I am writing this letter on behalf of the neighborhood in which I have resided forthe
last fifteen years. We are concerned with the project located in Weld County
Colorado, which is referred to as the Nissen Farm Resource. This is a proposed
gravel mine northwest of Kersey Colorado and located near the Intersection of Weld
County Roads 58 and 47%:.
The project is owned by the Hall-Irwin Corporation. The site plan map indicates a
permit boundary bordered by Road 58 to the south and the South Platte River to the
north (see attached map). The problem with this project is the negative affect it will
have on our lives. The thirty-five acres that is proposed forthe processing area is on
traditional flat farmland directly across from our homes. The Hall-Irwin Corporation
plans to process sand, gravel, asphalt and concrete from this site. This situation is
unacceptable for us.
Our homes have been here for many years before this project was conceived. We
are concerned about the following negative impacts.
1. Reduced Property Values.
2. Air Pollution -Dust, dirt, odor, fumes.
3. Noise Pollution -Processing machinery, diesel trucks, tractors, front-end
loaders, etc.
4. Traffic -Large vehicles hauling product onthetwo-lane road in front of our
homes. Large vehicles entering and exiting the site directly in front of our
homes.
5. Safety -Issues affecting our children on the road, including school bus safety.
/ 6. Water Issues -Private wells - water table levels, water rights (irrigation).
7. Visual Issues - View of river and farm fields changed to machinery, piles of
gravel and sand.
8. Road Damage.
9. Wildlife Habitat Issues-Along the river turkey, eagles, deer, pheasant,
waterfowl, etc. affected by this operation.
/ 10. Pumps -Running at all times to aid mining around the water table.
11. Mental and Physical Health Issues.
