Reschke, PE 19691, hereby certify that Pond No. 7 <br />located at Powderhorn Coal Company's North Decline Area meets or <br />exceeds the design requirements of plans submitted to and <br />approved by the Colorado Division of Minerals and Geology. <br />Design information can be found on Pages ww-26 thru 27a, Appendix <br />Ww, Volume 7 of our Mining and Reclamation Permit Application <br />No. C-81-041. This certifications covers capacity and the <br />emergency spillway. No embankment certification was done because <br />it was excavated below grade. <br />This pond was installed in the early 80• and was expanded in 1992 <br />to include additional area during the reclamation phase of this <br />area. Enlargement to its current size was completed October 23, <br />1992. The pond was excavated below grade and the expansion was <br />below grade. The emergency spillway was redesigned to have a 5' <br />wide rip rapped open channel rather than the previously approved <br />18" CMP spillway. The proposed decision by DMG was made on <br />January 30, 1995 and the rip rapped channel was installed on <br />February 22, 1995. The attached drawing shows the capacity as <br />surveyed October 27, 1992 and includes drainage features into and <br />out of the pond.
