In addition, the Colorado <br />Division of tYlinerals nrul Geology and the State Engineers Office require ponds ro be dewatered within 36 ro 72 <br />hours after a precipitation event. Because this discharge roruisrs entirely of surface runoff, the Division beties•es <br />tlrnt discharges will occur when the flow of Oak Creek is above the law flow. As a result, no water quality-bused <br />e•Qluent limitations, with the exception of pH, will be calculated for Outfall 001. <br />IV. FACILITY DESCRIPT/ON <br />A. Industry Description <br />The Pittsburg and Midway Coal Mining Company's Edna Mine is a surface coal mine. Coal is stripped, drilled, 6lnsted, <br />and hauled to the tipple area. In the ripple area, the coal is crushed and screened before it is shipped out. According to <br />a inspection report, conducted by the Colorado Department of Health on September 16, 1991, and information submitted <br />by the Permittee in the permit renews! application, the estimated remaining life of the jaciliry is 10 to 12 years. Some <br />areas ojthe mine site have been reclaimed. <br />The following describe the sources to each outfall: <br />• Ou full 001 contains surface runoff from the tipple area <br />• OutJ'all 002 contniru surface runofffrom n partially reclaimed area ojlhe site plus active mine spoils spring water <br />• Or+rfnll 003 cor+tnins surface runofffrom a reclaimed area of the site plus mine spoils spring water <br />• Outfnll 004 contniru surface runoff from bath active and reclaimed areas of the site plus mine drainage <br />• Ourja[l 005, a permitted outjn!! not currently in existence, will contain storm water runoff from the jaciliry grounds <br />• Ortrfnll 006 contniru only groundwater spring discharges from a reclaimed area of the site <br />Additional descriptions of the facility are contained in the previous permit rationale. <br />1.
