DANIELSON, DEPUTY STATE ENGINEER <br />SUBJECT: FLATIRON SAND AND GRAVEL COMPANY - APPLICATIONS #77-77 THROUGH 77-81 <br />We have reviewed the responses of the applicant to the above referenced <br />case numbers and do not consider these responses adequate with respect to <br />minimization of the hydrologic disturbances related to evaporation from the <br />resulting gravel pit lakes. <br />Pre-development consumptive use related to riparian vegetation can be <br />credited against post-development consumptive use only if a permanent eradication <br />plan is presented, which is not. <br />The statement that the submitted reclamation plan will minimize the <br />hydrologic disturbances is not substantiated in any manner. It appears that <br />the mining and reclamation plans give no consideration to the hydrologic <br />balance and the result is a decrease in the amount of water in an over-appro- <br />priated watershed. <br />After considering these responses, we still cannot recommend approval of <br />these applications. <br />-a. <br />Je is A.
