Reschke, PE 19691, hereby certify that the Permanent <br />Channel Relocation located at Powderhorn Coal Company's North <br />Decline disturbance area meets or exceeds the design requirements <br />of plans submitted to and approved by the Colorado Division of <br />Minerals and Geology. Design information can be found in <br />Appendix WW, and Exhibits 12C and 21, Volume 7 of our Mining and <br />Reclamation Permit Application No. C-81-041. <br />Relocation of the channel was done in the spring of 1992 as part <br />of the final reclamation of the North Decline site. I was on <br />site at the time of construction and was involve in layout and <br />inspected the channel. I surveyed the final slope for the <br />channel on March 26, 1992. During construction I observed the <br />placement of rip rap to the design specifications of a d50 of 12" <br />for the upper section and 6" for the lower section. A subsequent <br />inspection on November 8, 1995, showed the widths, depths and rip <br />rap as being the proper size. There is a small amount of <br />settling near the center of the channel associated with settling <br />of the former decline.
