<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Janet Binns of CDMG. The Grassy Gap mine is a reclaimed <br />surface mine. The mine permit and reclamation liability bond have been revoked by DMG. Site maintenance <br />and repairs to Pit 4 road, Pond 4, and Pit Z/3 road were conducted by DMG in October 1999. <br />Signs & Markers : DMG informational signs remain at switchback to Pit 4 road and intersection between Pit <br />2/3 road and Pit 5/6 road. Both signs remain legible and with no bullet holes have been shot through either sign. <br />The landowner, Cross Mountain Ranch, keeps the entry gate at Routt County Road No. 27 locked. Cross <br />Mountain representative provided the Division with the appropriate combination. <br />Roads: The road to'Pit 4 is in fair condition. The lowermost rolled dip across the road has sediment deposition <br />on the outside portion of the "swale". Runoff [hat flowed over this area and ran down the North side of the road <br />does not appear to have caused additional headcutting along the roadway. Drainage across the access road just <br />below Pond 4 is running off the road to the west. Road remains passable and not excessively eroding. <br />The access road to Pit 5 and 6 remains in good condition. Ditch along side Pit 5 access road has filled with <br />sediment and grassed in. Runoff flow through this ditch appears to still be functional. Only a trickle of water <br />was running through this ditch from the spoil spring at the time of this inspection. <br />Access roads to Pits 2/3 was accessible. Rolled dips along the Pit 2/3 access road are holding up well. The <br />access road to Pit 1 was no[ driveable due to old gullies, but was accessible by foot. <br />Hydroloaic Balance: Pit 4 pond contained a small puddle of water well below the riser. Riser is cut off at <br />embankment height. Pond is not discharging. Permanent vegetation is becoming established on the pond 4 <br />embankment. Weedy species are beginning to decline. <br />Pond 5 was not discharging. Pond 5 appears stable. <br />Reveeeiation: Mine site has been very dry. Grasses are short, 5 to 6 inches high, and already flowering and <br />drying up. Vegetation in the pit areas appeared to be in fair to good condition. Cattle were along the road by Pit <br />2/3 access road but had not ventured up in to the upper pi[ areas. Pits 5 and 6 had been grazed but not <br />ecessively. Sheep had been in the Pit 4 area, and on [he Pit 4 access road. Outslopes of Pit 4 access road were <br />heavily trodden by sheep. Sheep were at the bottom of the turn off to pit 4 along the Grassy creek drainage at <br />the time of the inspection. <br />Slides: No new slide areas were observed. Old slide located down slope of pit 4 has naturally revege[ated and <br />shows no indication of rills or gullies. <br />Wildlife: One Mule deer doe was seen at the beginning of the permit area. Marmots were noted around the <br />mine site. <br />
