There shall be no discharge of sanitary waste waters from toilets ar related facilities. 2. There shall be no discharge of floating solids or visible foam in other than trace amounts. 3. No chemicals are to be added to the discharge unless permission far the use of a specific chemical is granted by the permit issuing authority and imposition of such special conditions as are appropriate. 4. Bulk storage atructuree or petroleum products and other chemicals shall have adequate protection so as to contain all spills and prevent the material from entering discharged raters or waters of the state. Additional requirements are set forth in Section 311 of the Federal Clean Hater Act. 5. There shall be no land application of wastexater, other than for dust control. (d) Burden of Proof Requirement The permittee has the burden of proof when requesting relief from total suspended solids (TSS), total iron and/or settleable solids limitations. For rainfall, to xaive TSS and total iron limitations, it is necessary to prove that discharge occurred within 48 hours after measurable precipitation has stopped. In addition, to xaive settleable solids limitations, it is necessary to prove that discharge occurred within 48 hours after precipitation greater than the 10-year, 24-hour event has stopped. For snoxmelt, to waive TSS and total iron limitations, it is necessary to prove that discharge occurred xi thin 48 hours after pond inflow has stopped. In addition, to xaive settleable solids Limitations, it 1a necessary to prove that discharge occurred within 48 hours after pond inflow volume greater than the 10-year, 24-hour event has stopped. The division shall determine the adequacy of proof. (e) Poet-Mining Areas A post-mining area is defined ae an area Sn which active mining has ceased, all surface areas have been returned to the required contour and revegetatlon has begun. When the area serving an outfall me eta these requirements the permittee shall notify the division so that appropriate modifications can be made. Each facility certification shall state whether active or post~ining limitations apply to each authorized outfall.
