FACILITY DESCRIPITION: <br />times since 1985, with total iron in the range of 0.23 to 0.44 mg/1. <br />Based upon the lower iron concentrations and presumably the low <br />discharge flows, the Division has again determined that little impact <br />appears to result at this time from this discharge. Thus, the Division <br />will not impose additional individual permit limitations at this time, <br />and the facility qualifies for the general coal permit coverage. <br />However, the Division suggests that total recoverable iron be <br />monitored. Should problems arise, the Division may convert this to an <br />individual permit. <br />There is no bulk storage of diesel fuel, gasoline, solvents or other <br />hazardous materials at the site. Land application of wastewater does <br />not occur at this site. The facility is not located within one mile of <br />a landfill or any other mine or mill tailings. <br />Previously, the Colorado Mined Land Reclamation Division authorized the <br />removal of Pit No. 1, which is the sedimentation pond associated with <br />discharge point 004. Thus, this discharge no longer exists. Once <br />appropriate documentation from CMLRD is submitted by the permittee <br />pertaining to the Pit No. 1 deletion, this permit will be amended to <br />delete discharge point 004. <br />The Rockcastle Company is currently seeking Phase I (Backfilling and <br />Grading) and Phase II (Revegetation) bond release for the majority of <br />the mine site from the Colorado Mined Land Reclamation Division. <br />Approval of this bond release by CMLRD would confirm that revegetation <br />has been established on the respective disturbed areas and, therefore, <br />discharge points 002 through 005 would be eliminated as discharge <br />points. However, for the WQCD's consideration for a permit modification <br />and/or inactivation for these discharge points, the permittee must <br />submit an amendment request along with appropriate documentation. <br />V. TERMS AND CONDITIONS OF THE PERMIT: <br />The permi[tee is encouraged to read the general rationale for an <br />understanding of how this permit was developed and read the permit to <br />see what requirements exist. In the permit, active mining effluent <br />limitations are specified in Part I.B.1.(a); post-mining area effluent <br />limitations are included in Part I.B.1.(b), (c), and (e); burden of <br />proof requirements are indicated in Part I.B.2.(d); monitoring <br />requirements are specified in Part I.B.2; and special notification <br />requirements for effluent violations are addressed in Part II.A.3. The <br />Total Iron limitations for Existing Sources (3.5/ 7.0 mg/1) applies to <br />this facility, since the five discharge points in this permit existed <br />prior to May 4, 1984, which is the deadline date for the New Source <br />Performance Standards limits of 3.0/ 6.0 mg/1 for Total Iron. Salinity <br />(TDS) monitoring of the discharge is still required. Total Phosphorus <br />monitoring is not required. <br />
