FACILITY DESCRIPTION <br />The previous permit listed two additional wastewater sources: <br />preparation plant water and domestic waste. The preparation plant <br />water is now totally recycled in holding pond 112 (formerly discharge <br />point 003), and the domestic wastewater is treated and then routed to <br />pond f12 as well, to be used for preparation plant makeup water. <br />The facility is covered under federal regulation 40 CFR 434, [he Coal <br />Mining Point Source Category, Subpart D, Alkaline Mine Drainage, and <br />Subpart F, Miscellaneous Provisions, L•ffluent Limitations for <br />Precipitation Events. <br />B. Wastewater Treatment Description <br />Treatment is provided for the mine water and surface runoff by unlined <br />sediment ponds. There are six ponds in use at the site. Surface <br />runoff from the coal stockpile and preparation plant area goes to <br />sediment pond 111 (discharge paint 001). Surface runoff from the <br />refuse area goes to sediment pond 114 (discharge point 002). Mine <br />water is pumped from two dewatering wells, on an intermittent basis, <br />to settling pond 113. From there it can be routed via an underground <br />pipeline to the preparation plant for makeup water, or discharged at <br />point 005. Mine water may also be pumped to sediment pond I15 <br />(discharge point 004). This is not currently being done, but the <br />permittee wishes to maintain the flexibility to do it. Otherwise, <br />surface runoff From disturbed areas is the only flow into pond I15. <br />There is an evaporation pond located next to pond I11. It is used for <br />treatment of low volumes of preparation plant water, and is <br />non-discharging. <br />Holding pond 112 is used for preparation plant wastewater recycling, <br />and for storage of chlorinated effluent from the bath house and other <br />sanitary wastewater. The water is reused in the preparation plant. <br />Pond 112 no longer discharges to state waters, and so will no longer be <br />included under any of the discharge points. Since the waste <br />characteristics for this discharge have changed, the discharge poin*_ <br />number will be changed from 003 to 005, and point 003 inactivated. <br />The discharge points are listed below: <br />Table IV-1 -- Discharge Points <br /> <br />D.
