The WQCD's letter refers to a September 17, 1996, <br />"Delinquent DMR" letter. In both letters, the WQCD requests submittal of the DMR for outfall 002A "for <br />the period of April 1 through June 30, 1996." <br />According to "Amendment # 1 to the Certification, Authorization to Discharge under the CDPS Industrial <br />General Permit for Conswction Dewatering Operations," the "purpose of this amendment is to change the <br />location of discharge point 001 and to add discharge point 002...." Amendment # 1 was effective on May 15, <br />1996. Therefore, the delinquent DMR letters should have requested the DMR for outfall 002 "for the period <br />of May 15 through June 30, 1996." This may have contributed to the misunderstanding ofwhat, exactly, the <br />WQCD was requesting. However, the WQCD has no record of a response from CC&V to its initial <br />September 17, 1996, "Delinquent DMR" notification. <br />[n your letter, you state, "Your [the WQCD's October l6, 1996] letter requests a DMR for discharge point <br />002A. This dischazge number was established close to the end of the second quarter as a replacement for <br />OO lA." Nowhere in the amendments is outfall OOl deleted, only its location is changed, as stated above; <br />segment number and classification changed, and Amendment #2 changes some effluent limits and <br />discontinues WET testing. <br />Your letter also advised the WQCD that "Blank DMRs for 002A were received later, after the DMR was <br />due." The DMRs were printed on July 18, 1996, which indicates it is probable that the}' arrived at your <br />facility on or about the July 28, 1996, due date. Again, we apologize for their lateness. These are printed by <br />USEPA for [he state, and nationally, [here has been an ongoing shortage of forms, contributing to such <br />delays. <br />The October l8, 1996, letter from CC&V maintains, "We are not sending a copy of this 002A DMR to the <br />EPA. It is presumed that your office will copy and transmit the necessary information." The WQCD has not <br />forwarded a copy [o the EPA.
