J= <br />Mr. Fred Banta <br />Page 2 <br />May 19, 1980 <br />Northern <br />Coal <br />Company <br />Mr. Harding is of the opinion that the weals need to be bailed if they <br />are to yield representative water quality, NCC does not have infor- <br />mation regarding the length of monitoring record, nor do we have any <br />information regarding the level or frequency at which the data were <br />collected. MCC will attempt to obtain these data through Utah Inter- <br />national. <br />If NCC can obtain these data on a timely basis as proposed in the <br />monitoring schedule below, then NCC will not install HWL/OA-2, as <br />proposed, due to the close proximity of the existing Utah alluvial <br />well. <br />Proposed alluvial wells HWL/OA-1 through -3 will be drilled to bedrock <br />(estimated 30 feet) with the bottom third of the casing perforated. <br />The inside diameter will be at least 2 inches to facilitate sampling. <br />Bailed water samples will be collected quarterly from the three <br />alluviai wells together with the two deeper existing wells (with Utah <br />International's permission only). For the first year, semi-annual <br />samples will be analyzed for the attached list of constituents. Sup- <br />plemental quarterly samples will be analysed for sodium, sulfate, pH <br />plus total and dissolved iron and maganese. Sodium and sulfate are recom- <br />mended to be added to the quarterly list in that if any leachate were to <br />originate from the coal pile, it would likely carry concentrations of <br />these elements. <br />I trust that the information presented meets the requirements of <br />Stipulation No. 2 and NCC will implement the plan as per the Stipulation. <br />Sincerely yours, <br />NORTHERN COAL COMP <br />~~~ ~~~ ° <br />Richard H.
