O'Connor <br />FROM: Jim Pendleton <br />RE: Carbon Junction <br />- Certification of Original Haul Roads <br />I have examined~Fie information submitted by Mr. Darry A. Ferguson, PE, <br />consultant to Pueblo Coal, Inc. These materials do not constitute an <br />acceptable certification of the original haul road at the Carbon Junction <br />Mine. Realistically, difficulty may be encountered in attempting to certify <br />the original haul road several years after its construction. A contemporary <br />inspection may need to be completed with appropriate observations to allow <br />preparation of the certification. If records can not be found from the <br />original construction effort, test pits and compaction testing may be <br />appropriate components of the reinspection, in order to verify compliance with <br />the original design specifications. The profile survey submitted by Mr. <br />Ferguson is certainly a component of an appropriate certification, in that it <br />documents the as-built profile of the haul road. <br />Mr. Ferguson has been involved with Pueblo Coal, in various consulting rolls, <br />throughout the project and may be in possession of appropriate inspection <br />records with which to complete the certification of the original haul road. <br />The January 10, 1985 and January 28, 1985 certifications of road amendments, <br />completed by Mr. Terry D.
