Letter to Mr. William Schenderlein 3 October 1. 2004 <br />groundwater systems both during and after the mining operation and during reclamation shall be <br />minimized by measures, including, but not limited to :...". The Division agrees that the dewatering of <br />the pits, and the installation of the Wattenberg project slurry walls, possibly in conjunction with <br />adjacent project's walls, may have an affect on groundwater levels and associated wells. On page 17 <br />of the application, it is stated "However, if dewatering at the Wattenberg Lakes Site duectly affects the <br />ability of the surrounding wells to pump a full supply of water in with accordance their permitted uses, <br />Aggregate Industries, Inc. will take all necessary steps to remedy the affects to the extent they were <br />directly caused by operations at the site." In addition to the potential effects on the groundwater <br />through the dewatering of the sites pits during operation, there is the possibility that the slurry walls <br />may cause a damming and mounding effect on the up gradient azea of the groundwater movement and <br />a cut-off effect on the down gradient wells in the Wattenberg azea. <br />Please provide a description of any expected mounding or cut-off effects and any proposed or <br />completed monitoring of groundwater levels before, during and after installation of the slurry walls. <br />Please describe any proposed mitigation measures to betaken to correct effects to wells or wetlands <br />adjacent to the site, if any effects are anticipated or observed on the groundwater levels adjacent to the <br />permit azea. <br />As noted, the applicant has stated that if dewatering the Wattenberg Lakes site directly affects the <br />ability of the surrounding wells to pump a full supply of water Aggregate Industries will take all <br />necessary steps to remedy the affects to the extent they were directly caused by operations at the site. <br />The Division believes that in addition to possible impacts on well levels from dewatering, there is a <br />possibility that well water levels may be lowered by the damming or blocking effects of the installation <br />of the slurry walls. Please describe what actions Aggregate Industries will take to mitigate lowered <br />well water supplies if there aze impacts, and describe what events or conditions would trigger these <br />actions. <br />In summary, please provide a hydrologic assessment of the likely impacts of pit pumping and the <br />installation of slurry walls at the Wattenberg Lakes project on the surnounding area wells and wetlands <br />and what measures will be taken to ensure that such impacts will be minimized, as required by Rule <br />3.1.6(1). <br />4. Proof of Notice <br />As noted in the Division's July 29, 2004 "Receipt of Application" letter sent to Mr. Damien <br />Murphy Of Aggregate Industries, Inc., and ccd to you, "Proof of notice and mailings, such as Certified <br />Mail-Return Receipt Requested, must be submitted to the Division of Minerals and Geology prior to <br />the decision date." In this case, since the application has received objections, the Division will not <br />make a decision but will make a recommendation to the MLRB, the proof of publication and other <br />_ _ _ notices must be submitted prior to the recommendation. _. _ _ _ _ _ _ _ __ .. - <br />
