New outjall 007 discharge to Koll Ditch N3, a tributary to Trout Creek. Former outjalls 002, 003 and 006 discharged to Trout Creek via Koll Ditch p3. l1/. PURPOSE OF AMENDMENT The pernittee adjudicated the renewal permit that was issued on February /7, 1994. Many meetings and telephone discussions between the Division and the permittee have occurred since that rime. Although issues such as tvherher orttfal[ 006 is a point source were raised in the adjudication request, it is believed that the permittee's concerns can be satisfied through the pennit changes specified in this amendment action. Outjalls 002, 003 and 006 will be inactivated and replaced with new otttfall 007, which will represent the combined Jlow jrom these three outjalls, prior to entering Trout Creek. /n addition, in a [ester dated May 24, 1995, the permittee regttested inactivation of outjall 005. This was a proposed outjaf! that was never constructed and never will be constructed. This inactivation will occur in this amendment. IV. FAC/CITY DESCRIPT/ON A new outjall, p007, is being established through this amendment. This autfall is at a point within an irrigation ditch known as Kol! Ditch N3 (see Figure 3 in the permit), which is fidly on permittee property and owned and controlled by the permittee. The ditch is approximately 3~ mile long. The new outjall 007 is below existing outjalls 006, 002 and 003 (in sequence) at a point where all three outfalls have mixed but prior to the point where the combined flow enters state waters. Outjall 007 will be representative ojthe cattbined discharge into Trout Creek.
